That prohibition came out of an order by the California Regional Water Quality Control Board, Central Valley Region, adopted April 17, 2015. Most people find out the hard way, usually after paying for one.
Why does a pool company care? Because in most hard-water towns the standard advice is to soften the water on its way into the house. Brentwood takes that option off the table. Whatever minerals the city delivers, your pool receives, and you manage them in the pool rather than at the tap.

Notice that DE backwash is named right there in the ordinance. Section 13.04.320 makes it unlawful to send waste into any storm drain without an NPDES permit.
There is a pH window as well. Section 13.04.315(C) prohibits wastewater below 5.5 pH or at or above 11.5.
